EDITORIAL POLICY AND PUBLICATION ETHICS

When reviewing articles, the editorial board follows the ethical principles set out by COPE (Committee on Publication Ethics), WAME (World Association of Medical Editors), and DORA (San Francisco Declaration on Research Assessment).

The journal supports COPE’s principles and recommendations regarding publication ethics for editors, authors, and reviewers; the handling of ethical violations, article retractions and corrections; and the prevention of plagiarism and academic misconduct.

The journal adheres to WAME recommendations on authorship ethics, conflicts of interest, the protection of research participants’ personal data, and transparency in research funding.

We support the DORA principles for evaluating scientific research: we assess research based on its significance, encourage responsible authorship by acknowledging each author’s contribution, and do not impose limits on the number of pages, references, or figures.

The articles published in “Information Extraction and Processing” reflect the results of scientific researches conducted in scientific institutions and universities. They illustrate the obtained achievements and participation of their authors. With this in mind, the editorial policy of the Journal is formulated as a system of clear rules to be followed by editorial board members, reviewers and authors when analyzing and reviewing the publication. Hence there are following requirements for the publishing ethics of Journal:

1. Impartiality and objectivity. ​

The International rules of ethical conduct for scientific publications define the rules of conduct for the members of the editorial board of “Information Extraction and Processing”. Editorial board encourages authors to comply with the above mentioned requirements when submitting articles to help to increase the scientific quality of the publication, prevent the use of copied material and to respect intellectual property.

3. Requirements for quality and description of scientific research.

The editorial board of the "Information Extraction and Processing" follows the rules:

  • scope, novelty, and significance of research, support of state-of-the-art research;
  • loyalty to all subjects of the creative process of Journal publishing;
  • anonymous peer review by professional and objective reviewers;
  • continuous advisory work with authors to comply with the requirements of the international SCOPUS and Web of Science databases when preparing materials for publication.

ARTIFICIAL INTELLIGENCE USAGE POLICY

The interbranch Journal of scientific papers “Information extraction and processing” adheres to a policy on the use of artificial intelligence in accordance with the recommendations of the "Authorship and AI tools" guidelines issued by the Committee on Publication Ethics (COPE), the "Recommendations on the Use of AI in Scholarly Communication" of the European Association of Science Editors (EASE) and “Ethical and Practical Guidelines for the Use of Generative AI in the Publication Process” of the International Association of Science, Technical, and Medical Publishers (STM).

Authors who use artificial intelligence tools while writing their manuscript—whether for style editing or creating graphic elements for the article—must transparently disclose in the “Declaration of AI Use” section, located before the reference list, exactly which tool was used. Authors are fully responsible for the content of their manuscript, including those parts created using an artificial intelligence tool, and are therefore liable for any violations of publication ethics.

The use of artificial intelligence tools to compose the main body of the paper, generate statistical data, data analysis and modeling, results and scientific conclusions formulation is prohibited.

Reviewers and editorial board members must not use artificial intelligence tools to analyze manuscripts, as this may reveal the content of the manuscript and violate the authors' rights.

According to Ukraine’s Law on Academic Integrity the improper use of results generated by artificial intelligence is considered a violation of academic integrity.

All submitted manuscripts are checked for AI usage using the StrikePlagiarism service. If the editorial board of the Journal detects the use of artificial intelligence in a manuscript without the authors disclosing it, a decision may be made to reject the submitted article or retract a published article.


REVIEW POLICY

Every manuscript submitted to the editorial office undergoes:

  • an initial check for compliance with formal requirements;
  • a mandatory check for signs of academic plagiarism;
  • scientific peer review in accordance with the “Review Policy”.

The purpose of peer review is to provide an expert evaluation of the article’s content by independent reviewers to facilitate editorial decisions and assist the author in improving the manuscript.

The expert reviewers are leading Ukrainian and international scholars who are specialists in the relevant field of research, have a sufficient number of peer-reviewed publications, and meet the criteria set by the Procedure for Forming the List of Scientific and Professional Publications of Ukraine. Members of the editorial board may also serve as reviewers.

Reviewers must immediately inform the editorial board of any conflicts of interest and strictly adhere to the principles of confidentiality, refraining from disclosing the fact that they have been approached for review and from disseminating or using, in whole or in part, the materials of the article under review.

Reviewers must answer the following questions:

  1. Is the article suitable for publication?
    а) If the conclusion is positive, evaluate the relevance of the topic, the significance of the results, and provide answers to items 2–8.
    б) If the conclusion is negative, state the reason.
  2. Does the article contain the following elements: a general formulation of the problem and its connection to important scientific or practical tasks; an analysis of recent studies and publications that have initiated the solution to this problem and on which the author relies; identification of previously unresolved aspects of the general problem to which this article is devoted; a statement of the article’s objectives (formulation of the task); a presentation of the main research material with a full justification of the scientific results obtained; conclusions from this study and prospects for further research in this area??
  3. Does the size of the article correspond to its content?
  4. Are all figures and tables necessary?
  5. Are all mathematical calculations necessary?
  6. Does the abstract reflect the content of the article?
  7. Does the title reflect the content of the article?
  8. Is the number of references to other authors’ works sufficient?
  9. Should the article be sent to you for re-review?
  10. Other comments and suggestions

Reviewers submit well-reasoned conclusions regarding the reviewed scientific works to the editorial board. A reviewer’s conclusion may be:

  • acceptance of the article;
  • acceptance after minor revisions (correction of minor shortcomings in accordance with the reviewer’s comments within one week);
  • acceptance after substantial revisions (correction of substantial shortcomings in accordance with the reviewer’s comments within three weeks);
  • rejection with the right to resubmission after significant revisions (authors have the right to resubmit the article after conducting additional research in accordance with the reviewer’s comments);
  • rejection without the right to resubmission (in the event that the reviewer identifies serious shortcomings and/or a lack of scientific results).

The peer review process should not take longer than 3 months from the date the article is received by the reviewer. Reviews are retained by the Journal’s editorial office for 3 years. The final decision regarding the publication of an article is made by the editor-in-chief.


CONFLICT OF INTEREST POLICY

A conflict of interest in the editorial process refers to circumstances that influence or may influence the objectivity of the review and acceptance of scientific articles for publication.

A conflict of interest exists if individuals involved in the editorial process have personal or other relationships. In particular, a conflict of interest arises when the editor-in-chief or reviewer and the author have the following relationships:

  • working in the same research group;
  • scientific supervision.

A conflict of interest may also arise from affiliations, financial support, private financial interests, membership in relevant organizations, and other circumstances that may bias and influence the decision of those responsible for the editorial process.

The author is required to disclose all potential conflicts of interest to the editors upon submission of the article.

Reviewers are required to disclose any potential conflicts of interest upon receiving an article for review.

If a conflict of interest is identified, reviewers will not review the article, and proofreaders will not edit it.

Disclosures of conflicts of interest submitted by authors, reviewers, or editors are reviewed by the Journal’s editor-in-chief. Disclosures regarding conflicts of interest with the Journal’s editor-in-chief are reviewed by two members of the Journal’s editorial board.


COMPLAINTS AND APPEALS

The Journal’s editorial board reviews submissions, complaints, and appeals in accordance with COPE guidelines.

When a complaint or appeal is submitted, it is reviewed by the editor-in-chief, who, if necessary, involves two members of the editorial board who are competent in resolving disputes, examining the facts presented in the submission, and ensuring compliance with the Journal’s editorial policy and publication ethics.

When reviewing complaints and appeals, the editorial board strives to resolve disputes through compromise; adheres to the principles of impartiality and mutual respect for all interested parties, who must be promptly and adequately notified of the review of a statement that may affect their rights and interests; ensures their right to present their own well-reasoned point of view regarding the issues raised by the applicant.

As applications, complaints, and appeals are considered, a decision is made to grant or deny the claims, and all interested parties are notified of the decision.


ETHICAL ASPECTS OF RESEARCH

Authors must obtain a mandatory review from their institution’s ethics committee if their research involves human subjects, animals, or their biological materials, or personal or confidential data, and is subject to the relevant Ukrainian legislation.


AUTHORSHIP AND CO-AUTHORSHIP

The Journal's authorship policy is in line with the rules and guidelines of COPE, Elsevier і EASE.

ISMJE recommends that authorship be determined based on the following 4 criteria:

  • substantial contribution to the development of the concept or plan of the work; or to the collection, analysis, or interpretation of data for the research;
  • writing or revising the manuscript;
  • approving the manuscript version to be published;
  • taking responsibility for all aspects of the work, ensuring that questions related to the accuracy or integrity of any part of the work are properly investigated and resolved.

We recommend that authors use the CrediT taxonomy.

Changes to the list of authors after submission of the article are permitted only upon providing a reasonable explanation to the editorial board.

To thank those who assisted with the work but do not qualify for authorship, we recommend indicating the acknowledgments section.


POLICY ON ACADEMIC INTEGRITY AND PUBLICATION ETHICS

The interbranch Journal of scientific papers “Information extraction and processing” adheres to editorial policies and publication ethics in accordance with the recommendations of the Committee on Publication Ethics (COPE).

Authors’ Responsibilities. Authors are obliged to comply with the requirements of the Law of Ukraine on Academic Integrity:

  • to adhere to the values, principles, and rules of academic integrity;
  • ensure the transparency of scientific research (subject to restrictions established by law) by providing (indicating, reporting, etc.) reliable (truthful) information about the primary research data, methods, methodologies, materials, equipment, etc., used or applied; the procedure for conducting and the results of their own research; the sources of information used; and their own research activities;
  • analyze the reliability and validity of source information and previously obtained scientific results used to derive new scientific results;
  • formulate or draw conclusions and recommendations based on research results grounded in proper evidence and facts;
  • clearly distinguish and differentiate between the results of one’s own scientific activity and the results of others’ scientific activity;
  • when publishing research results, take responsibility for their reliability and impact on society.

If evidence of a violation of academic integrity by the author is found in a submitted manuscript, the publisher has the right to refuse publication and to report the violation of academic integrity to the head of the institution where the author works.

A published article in which a violation of academic integrity has been identified shall be retracted by the publisher in accordance with established procedures, with simultaneous publication of the reason for the retraction.

Information regarding the retraction of an academic work will be sent by the publisher to the libraries to which copies of such academic work were distributed.

From the moment of retraction, the article is no longer considered published and is not taken into account when evaluating the author’s academic activity.

Authors must submit a manuscript that represents their original work, has not been previously published, and has not been submitted or is not under consideration for publication in other journals. Simultaneous submission of a manuscript to another journal is prohibited and constitutes grounds for rejection.

If the manuscript is the result of a research project or was presented at a conference as an oral presentation, information about the project or conference must be included in the manuscript.

The authors guarantee that the submitted manuscripts comply with the standards of academic ethics and do not violate the rights of third parties. The publisher shall not be held legally liable for any claims for compensation that may arise.

Reporting Standards. Authors must ensure that their results can be reproduced. The manuscript must contain sufficient information about the methods used and references to the source data to verify the statements made in it. Authors are responsible for the submitted materials and must have permission to publish the content.

Authors must comply with data protection rules, ethical standards, and third-party copyright laws when collecting, processing, and sharing data.

If authors include figures, tables, or other previously published material in their submission, they must obtain permission from the copyright holder. Otherwise, the material will be considered to have been created by the authors.

Sources of information and citations. Authors should cite only sources relevant to their research. Self-citations should not exceed 18%.

Plagiarism. Plagiarism is a serious violation of academic ethics. Academic plagiarism includes:

  1. Reproducing in a scientific paper, without changes, with minor alterations, or in translation, text by another author (or authors) consisting of one sentence or more, without citing the author(s) of the reproduced text.
  2. Reproducing in a scientific paper, in whole or in part, of another author’s (or authors’) text through paraphrasing or free retelling without citing the author(s) of the reproduced text.
  3. Including in a scientific paper quotations from third-party sources cited in another source without specifying the exact original source of the quote.
  4. Reproducing in a scientific paper text taken from another source of scientific and technical information (other than common knowledge) without citing the source from which the information was taken.

See Guidelines for Preventing and Detecting Academic Plagiarism in Scholarly Works (abstracts, dissertations, monographs, research papers, articles, etc.) from the Ministry of Education and Science of Ukraine.

If plagiarism is found, the manuscript will be rejected. All submitted manuscripts are checked for plagiarism with the StrikePlagiarism service.

If plagiarism is found in a previously published article, the Editorial Board will retract it following the procedure outlined in the 'Article Retraction Policy' section.


RETRACTION PROCEDURE

Journal’s editorial board identifies significant shortcomings, it will retract an article that has already been published. Such flaws may include ethical violations (data fabrication, plagiarism), fundamental errors affecting the validity of scientific research, republication of the article or duplication of its content in other publications, unethical research practices, conflicts of interest, etc.

The retraction of an article may be initiated by the authors, the editorial board, or third parties.

The decision to retract an article is made by the Journal’s editorial board.

The retraction notice states the reason for the retraction and information about the party initiating the retraction.

A link to the retraction notice is inserted into the electronic version of the retracted article. The original article is preserved unchanged, except for the inclusion of a retraction watermark on every page. Information about the retraction is also noted in the table of contents of the relevant issue.


POST-PUBLICATION DISCUSSION AND REVISIONS

The Journal's editorial board encourages post-publication discussion of the research presented in published articles, which may include scholarly debate, constructive criticism, and the expression of doubts about the arguments, among other things. Discussions should not contain discriminatory statements, personal insults, subjective value judgments, or other violations of ethical standards.

During discussions, certain shortcomings may be identified, including significant or minor errors that were not, or could not have been, detected during the preparation of the article for publication.

Minor errors are those that do not affect the overall content of the article or its reliability and scientific value (technical formatting errors, editorial language errors, etc.).

If significant errors are identified that substantially affect the scientific integrity of the article but can be corrected, corrections will be made. Notices of corrections will be published in the next issue of the Journal. The decision to make corrections is made by the editor-in-chief of the Journal.


PROCEDURE FOR CONSIDERING COMPLAINTS REGARDING VIOLATIONS OF ETHICAL STANDARDS

The editorial board accepts complaints regarding ethical violations from anyone who suspects ethical issues in submitted or published articles, provided that the necessary information is supplied to initiate an investigation. Complaints regarding violations of ethical standards concern plagiarism, unauthorized use of materials, conflicts of interest, data manipulation, and other breaches of academic integrity.

Complaints should be sent electronically to the magazine's official email address vidbir.phmi@gmail.com.

Each complaint must include the complainant’s information, a reference to the article suspected of violating ethical standards, and a detailed description of the violation, supported by evidence. Anonymous complaints will not be considered.

The decision to review an article for ethical violations is made by the Journal’s editorial board.

The result of the investigation may be the rejection of the complaint, a determination that the violation is minor with recommendations for correction, or a determination that the violation is serious, leading to the rejection of the submitted article, the retraction of an already published article, and notification of the violation to the author’s institution.

The editorial board notifies the complainant of the results of the investigation into the complaint regarding a violation of ethical standards.

When reviewing complaints regarding violations of ethical standards, the editorial board follows the recommendations of the Committee on Publication Ethics (COPE), the European Association of Science Editors (EASE) as well as the journal’s publication ethics principles.

OPEN ACCESS POLICY AND TERMS OF USE FOR COPYRIGHTED MATERIAL.

“Information Extraction and Processing” is a Journal of open-access academic papers. All of its content is available free of charge. Users may read, download, copy, distribute, print, search for full-text articles, and create HTML links to them without seeking permission from the author or publisher.

The publisher allows the author to deposit the final version of the article (the Author’s Accepted Manuscript, or AAM) in an institutional or subject-specific repository, where it is available as open access.

The editorial board of this Journal upholds the principles and values of open science and regards open scientific (research) data as a vital component in ensuring the transparency and reproducibility of scientific research. In its work, the editorial board is guided by the FAIR principles of findability, accessibility, interoperability and reusability («The FAIR Guiding Principles for scientific data management and stewardship»). There are several ways to make scientific (research) data available: publishing data as supplementary material linked to a research article (“enriched publication”); depositing data in a data repository. A global directory of scientific (research) data repositories for various academic disciplines can be found in the Directory of Scientific (Research) Data Repositoriesх. Higher education institutions and research organisations can create their own data repositories or collaborate with the Open Research Data Repository of the National Academy of Sciences of Ukraine. Data can also be deposited in multidisciplinary repositories such as Harvard Dataverse, figshare, Zenodo, Dryad, Open Science Framework or published in scientific data journals, such as Scientific Data (Springer Nature), or the CODATA Data Science Journal.
